T\u00fcrkiye&#8217;ye musallat olmamak \u015fart\u0131yla, hil\u00e2fet\u00e7ileri ve Panisl\u00e2mizm taraftarlar\u0131n\u0131 memnun etmek i\u00e7in, bu tasavvur ve tahayy\u00fcl bir dereceye kadar bizde de tasvir edilmi\u015fti. Ortaya at\u0131lan g\u00f6r\u00fc\u015f \u015fuydu: Avrupa&#8217;da, Asya&#8217;da, Afrika&#8217;da ve di\u011fer k\u0131t&#8217;alarda ya\u015fayan M\u00fcsl\u00fcman toplumlar\u0131, gelecekte herhangi bir g\u00fcn kendi irade ve arzular\u0131n\u0131 kullanacak bir g\u00fc\u00e7 ve \u00f6zg\u00fcrl\u00fc\u011fe kavu\u015furlar ve o zaman l\u00fczumlu ve yararl\u0131 g\u00f6r\u00fcrlerse, \u00e7a\u011f\u0131n gereklerine uygun birtak\u0131m uyu\u015fma ve birle\u015fme noktalar\u0131 bulabilirler. \u015e\u00fcphesiz, her devletin, her toplumun birbirinden kar\u015f\u0131layabilece\u011fi ihtiya\u00e7lar\u0131 vard\u0131r. Kar\u015f\u0131l\u0131kl\u0131 \u00e7\u0131karlar\u0131 olacakt\u0131r. Tasarlanan bu ba\u011f\u0131ms\u0131z \u0130sl\u00e2m devletlerinin yetkili temsilcileri bir araya gelip bir kongre yaparlar ve falan ve fil\u00e2n \u0130sl\u00e2m devletleri aras\u0131nda \u015fu veya bu ili\u015fkiler kurulmu\u015ftur. Bu ortak ili\u015fkileri korumak ve bu ili\u015fkilerin gerektirdi\u011fi \u015fartlar i\u00e7inde birlikte hareket sa\u011flamak i\u00e7in, b\u00fct\u00fcn \u0130sl\u00e2m devletlerinin temsilcilerinden kurulu bir meclis olu\u015fturulacakt\u0131r. Birle\u015fmi\u015f olan \u0130sl\u00e2m devletleri bu meclisin ba\u015fkan\u0131 taraf\u0131ndan temsil edilecektir derlerse ve isterlerse, i\u015fte o zaman, o birle\u015fik \u0130sl\u00e2m devletine hil\u00e2fet ve ortak meclisin ba\u015fkanl\u0131\u011f\u0131na se\u00e7ilecek zata da halife unvan\u0131 verirler.
